Accelerating European Ukrainian Clusters Partnership in Health

The project
Clusters4Health is a European initiative aiming to strengthen the resilience and competitiveness of Ukraine’s healthcare sector by 2027 through fostering innovation, international cooperation, and sustainable development. The project focuses on four main areas:
- Reconstruction and strategic cooperation: In partnership with the EU and Norway, the project develops a joint Europe–Ukraine roadmap to create a resilient, smart health ecosystem. This includes organizing Ideathons and collaborative workshops, aiming to generate and structure a portfolio of joint projects to support the country’s reconstruction.
- Needs analysis and disrupted value chains: It maps healthcare value chains that have been disrupted and identifies pain points experienced by SMEs and cluster members, particularly in the Rivne and Kyiv regions. It also analyzes local medical service needs and supports the update or definition of medical cluster strategies, fostering dialogue with European partners.
- Capacity building and training: Through the establishment of a Europe–Ukraine Clusters Accelerator Lab, the project structures a stable collaborative framework that includes training, mentoring, and mobility programs aimed at promoting a culture of excellence, innovation, and collaboration within Ukrainian clusters.
- Connection with the European ecosystem: The initiative seeks to integrate Ukrainian startups and stakeholders into the broader European healthcare innovation network through networking activities, acceleration programs, matchmaking and pitching events, facilitating access to investment and international growth opportunities

The partners
Clusters4Health is led by a network of five European clusters and two Ukrainian clusters, coordinated by IMAGO-MOL (Romania). Partners include:

- Biocat, BioRegion of Catalonia (Spain)
- Klaster LifeScience Krakow (Poland)
- Oslo Cancer Cluster (Norway)
- IMAGO‑MOL Cluster (Romania, coordinator)
- Rivne Interregional Medical Cluster (Ukraine)
- Cluster “ProMedMan” (Ukraine)
The project is also supported by CLUSTERO – Romanian Cluster Association, to facilitate transnational collaboration.
The role of Clust‑ER Health
Within the Clusters4Health project, Clust‑ER Health of the Emilia‑Romagna Region plays a central role in communication, dissemination, and the valorisation of results. It leads Work Package 6, which includes developing the project website, preparing the communication plan, producing informational materials, managing social media, and organizing stakeholder engagement activities.
