PRECISEU General Assembly in Vilnius: Advancing personalised medicine across Europe

Clust-ER Health participated in the second General Assembly of the PRECISEU project, held alongside the Life Sciences Baltics 2025 conference in Vilnius, Lithuania.  The event provided an opportunity to review the project’s first-year achievements and define strategic priorities for the upcoming phase.

PRECISEU, funded by Horizon Europe and coordinated by Biocat, aims to connect innovation ecosystems across Europe to advance personalised healthcare by transferring solutions from region to region and scaling up deep-tech healthcare innovations. The two-day event brought together 25 partners from 12 European regions belonging to 10 EU Member States and one associated country (Ukraine).

Two days in Vilnius: Conference and General Assembly

Hosted by Innovation Agency Lithuania, the event was structured across two days on 17-18 September 2025. The first day was dedicated to the Life Sciences Baltics 2025 conference, the leading life sciences forum in the Baltic region, which brings together global professionals from biotechnology, pharmaceutical, medical device, and healthcare sectors. The conference was opened with ambitious policy signals, as Lithuanian President Gitanas Nausėda announced plans to double the country’s R&D investment from 3% to 6% of GDP, positioning Lithuania among the top ranks of OECD countries in research and innovation.

Throughout the conference day, participants explored critical themes shaping the future of European healthcare, including ageing populations, the European Health Data Space (EHDS), and strategies for scaling regional pilots to achieve industry-wide impact. The programme also featured startup pitches showcasing innovative solutions, from hydrogel technology for 3D-printed organs to next-generation gene therapy approaches. The second day was devoted to the PRECISEU General Assembly. This provided consortium partners with a focused opportunity to review progress, discuss strategic priorities, and strengthen collaboration across the European innovation ecosystems.

Celebrating First Year achievements

The General Assembly marked an opportunity to reflect on PRECISEU’s progress during its inaugural year. Key accomplishments include:

  • Launch of the PRECISEU website and establishment of the Advisory Board
  • Completion of over 170 expert interviews across partner regions
  • Comprehensive mapping of Advanced Therapy Medicinal Products (ATMP) capacities
  • Elaboration of an EHDS readiness maturity grid of regions and countries in PRECISEU
  • Organisation of the first Personalised Medicine School in Romania
  • Active participation and presentations at two EU Presidency events (in Hungary and Poland)
  • Organisation and participation in more than 25 events involving 1,000+ attendees.

Clust-ER Health, together with the other two regional partners: ART-ER and Regione Emilia-Romagna,  has in particular contributed to establishing a multi-stakeholder infrastructure aimed at improving access to ATMP development resources and expertise across Europe. We have also been actively involved in assessing regional readiness for the European Health Data Space and identifying barriers hindering the implementation of personalised solutions in clinical practice.

Inaugural Best Practice Recognition ceremony

A highlight of the General Assembly was the first PRECISEU Best Practice Recognition ceremony, celebrating transformative initiatives in personalised medicine and advanced therapies across Europe. From 68 applications, four outstanding projects were honored across different categories:

  • Impact Award – Dipcan: recognised for accelerating ATMP innovation through advanced data sharing and artificial intelligence.
  • Innovation Award – OPORA Health: honored for supporting PTSD care with secure brain health data solutions.
  • Excellence Award – PragmaTIL: celebrated for decentralising ATMP trials to enable sustainable cancer treatment.
  • Culture Award – ENGAGE ATMP: acknowledged as a benchmark for patient engagement in ATMP research and care.

The ceremony, attended by Daniel Naumovas, Vice-minister at the Ministry of Health Lithuania, highlighted the concrete impact that innovative approaches to personalised medicine are having across European healthcare systems.

Looking ahead: Year 2 action plan

Partners discussed in depth the Year 2 action plan, which focuses on transferring solutions across regions and scaling deep-tech healthcare innovations. The next phase will build on the solid foundation established in Year 1, with emphasis on:

  • Cross-regional transfer of best practices and innovative solutions
  • Further development of ATMP infrastructure and capacity building
  • Enhanced collaboration mechanisms between innovation ecosystems
  • Continued assessment of EHDS readiness and implementation barriers
  • Expansion of training initiatives through the Personalised Medicine Schools

Following the Expressions of Interest received during the summer of 2025, one key activity on which the consortium will work in the coming months is the implementation of an Open Call that will support Joint Interregional Projects (JIPs). The Open Call will fund at least four interregional projects with up to €3 million per project, with the aim of bringing together research and innovation entities from participating regions to advance innovations in the use of health data for research and innovation, make ATMPs sustainable and affordable, and introduce personalised medicine in regional healthcare systems, including in regions with lower innovation performance.

Commitment to collaborative impact

The PRECISEU project brings together varied talents, motivated stakeholders, and innovative practices from across Europe. Despite the inherent challenges of coordinating such a complex, multi-country initiative, the commitment and collaboration demonstrated by all partners continue to drive meaningful progress.

The General Assembly in Vilnius reinforced that by working together, the consortium can create real impact in making personalised medicine an accessible reality for all European citizens.
