PRECISEU Brings Personalised Medicine and Advanced Therapies to the European Parliament

On 30 September 2025, the event “Regions for Health Innovation: Personalised Medicine and ATMPs Driving Europe’s Future” was held at the European Parliament. Organised by Biocat – BioRegion of Catalonia within the framework of the European project PRECISEU, the initiative was supported by the Government of Catalonia and hosted by MEP Nicolás González Casares (S&D).

The meeting brought together over 80 representatives from European institutions, regional governments, industry, research organisations, and patient associations to discuss the future of health innovation and the strategic role of European regions as drivers of competitiveness and cohesion.

Regions at the Heart of Europe’s Health Innovation

Throughout the discussions, personalised medicine and advanced therapy medicinal products (ATMPs) took centre stage on the European agenda, aiming to redefine models of prevention, diagnosis, and treatment — while promoting equity of access, sustainability, and industrial development.

The various discussion panels explored key topics such as the European Health Data Space (EHDS), the pharmaceutical reform, the upcoming EU Biotech Act, and the role of Regional Innovation Valleys in enhancing territorial competitiveness.

Among the keynote speakers, Robert Fabregat, CEO of Biocat, highlighted the importance of a shared vision to strengthen value chains and regulatory frameworks across Europe. Ester Borràs, Delegate of the Government of Catalonia to the EU, emphasised “the value of interregional alliances in transforming pilot projects into shared and scalable operational models.”

Italy in the Spotlight with Emilia-Romagna

A key moment for the Italian delegation featured Sauro Vicini, Cluster Manager of Clust-ER Health, and Elisabetta Maini, Head of the Research, Innovation and European Networks Area of the Emilia-Romagna Region. Representing national excellence, Vicini and Maini shared experiences in precision medicine and advanced therapies, aiming to position Emilia-Romagna as a leading hub for innovation and applied research — in close synergy with the other European regions involved in PRECISEU.

As Elisabetta Maini noted:

“The presentation at the European Parliament was an important opportunity to share the path we are taking with other European regions within PRECISEU towards developing innovative, specialised medical solutions.”

Collaboration and Future Perspectives

The debates strongly underscored the need to harmonise regulatory frameworks and to promote a safe and transparent use of health data, accelerating patients’ access to innovation. Discussions also highlighted how regional networks are essential for advancing translational research, attracting investment, and developing key skills in GMP, quality, and data management.

Italy’s contribution fits perfectly within this context: the Emilia-Romagna Region, together with PRECISEU, reaffirms its commitment to international collaboration and technology transfer, focusing on tangible impact in healthcare delivery and citizens’ quality of life.

Building Bridges Between Science, Industry, and Policy

Participation in the European Parliament represented a significant moment of visibility and consolidation for Italy within the European landscape.

PRECISEU continues to stand out as a strategic platform connecting regions, research centres, and industry, fostering the sustainable growth of the European health innovation ecosystem.

This marks a decisive step in strengthening the role of Italian regions in Europe’s personalised medicine and advanced therapies landscape — contributing to a future where science, industry, and policy work hand in hand to bring innovation closer to patients.
